LSE Coordinated Functional Registration Final Documents and Registration

The final versions of the Load Serving Entity (LSE) Coordinated Functional Registration Declaration and Load Serving Entity Coordinated Functional Registration Matrix, which include the language that appeared to be agreed to by a large portion of  the participating (1) transmission and/or distribution companies (Entity A)  and (2) qualified scheduling entities that represent LaaR or EILS (Entity B), are attached for your convenience and are posted on the Texas RE Web site at http://texasre.org/registration/jro/cfr/Pages/Default.aspx.  

The joint registration organization/coordinated functional registration (CFR) represented by these two documents is acceptable to Texas Regional Entity (Texas RE) and North American Electric Reliability Corporation (NERC) for the Load Serving Entity function in the Electric Reliability Council of Texas (ERCOT) region. Joint registration activities using these documents may now begin. We will update the Texas RE website to reflect the approval of the LSE CFR.

All entities that agree to be registered as a Load Serving Entity in the ERCOT region under this CFR, as an Entity A or an Entity B or both an Entity A and Entity B, should complete Attachment A to the LSE CFR Declaration, have it signed by an officer of your organization, and submit it to nercregistration@texasre.org (as directed on Attachment A). If you have any questions, please submit them to nercregistration@texasre.org.  

We encourage early submission of the forms, to help Texas RE to organize the filing of the CFR with NERC, effective January 1, 2010.  Please note that because the LSE CFR Declaration has an effective date of January 1, 2010, the earliest effective date of any registration under this CFR will be January 1, 2010. We will register all other needed LSEs in the ERCOT region (to eliminate any reliability gaps) beginning on January 2, 2010.
