In early February 2011, a major cold wave swept across the Southwest United States with extreme low temperatures, wind, ice, and snow. Faced with a possible all‐time high winter peak electrical demand and cold‐weather‐related issues with generators and fuel supplies, an electrical generation capacity shortfall occurred as generators tripped off‐line and reserves dwindled.
Earl Shockley, Director of Reliability Risk Management, North American Electric Reliability Corporation (NERC), will discuss the electrical recommendations from the final joint FERC/NERC inquiry report “Outages and Curtailments during the Southwest Cold Weather Event.” The focus of the discussion will be winter weather preparation. Heather Polzin, Lead Attorney, Federal Energy Regulatory Commission (FERC) will discuss briefly the collaborative effort of the joint FERC/NERC inquiry.
